Caltrans and the Riverside County Transportation Commission are initiating the I-15 Express Lanes Project Southern Extension (ELPSE) to enhance the 15 Freeway's capacity. The project proposes adding four to five new lanes, transforming the current six-lane freeway into a ten-lane facility with over 60 miles of new toll lanes. No property acquisitions are necessary as changes occur within the freeway median. Costing $550-650 million, the project will alleviate congestion and includes small transit programs, albeit without significant multimodal features for pedestrians or cyclists.
The ELPSE project is set to expand the 15 Freeway by adding over 60 miles of new toll lanes, increasing capacity from six to ten lanes.
The $550-650 million expansion will occur within the existing freeway median, eliminating the need for property acquisitions while enhancing transit options for commuters.
