"Neighbors previously told News 12 that the pair of pit bulls had a history of being off leash and attacking other pets in the building. Sources told News 12 that the two dogs were found abandoned in Cline's apartment on Tuesday, and the dogs did not have access to clean water or food. The pit bulls were transferred to the ASPCA. Investigators said Cline was arrested but then released. He is scheduled to be arraigned in court next month."

Cline was arrested on charges including animal torture, failure to feed animals, and criminal possession of a weapon, released pending arraignment, and faces eviction and potential civil suit.
