Downtown Sebastopol has banned chain businesses with 25 or more locations since 2018. City officials issued permits for a Little Caesars at 231 Petaluma Ave. in error and did not notice the mistake until construction was already underway, making revocation legally impractical. A city statement acknowledged administrative approvals occurred in error and that permits were issued for a business that may not have been approved under current zoning. A councilmember said she believed prior chain occupancy allowed grandfathering, but restaurants were not grandfathered. Some residents said the new Little Caesars will detract from the downtown small-business character. Brothers Gurdip Singh and Harcanb Khehara own the new location and plan to open this week.
