The Black Arts Movement and Business District along 14th Street between Lake Merritt and I-880 received a four-year California Cultural District designation with $10,000 and marketing, development, and technical assistance. The district is one of 10 newly named statewide cultural districts. The district traces back to 2016 legislation by then-Councilmember Lynette Gibson McElhaney to recognize downtown Black businesses and arts institutions and to position the area for investment and potential future state designation. The Black Arts Movement and Business District Community Development Corporation was formed to activate and steward the area. Cultural strategist Rashida Chase applied for the designation with city staff and local organizations. Councilmember Carroll Fife represents the district and has supported efforts to secure visibility and resources for Black artists and institutions.
