'Really aged': Why traffic to Tahoe is more snarled than ever in Sacramento

"You have to go ahead and make the repairs, when they're out of necessity, because these highways are really aged," Caltrans spokesperson Dennis Keaton said.
"It may be a very major inconvenience, and I would suspect that it is, but this is the work that has to be done right now. It has to be taken care of," Keaton said.
