Cuisine changes constantly as borders adjust and people move and tastes evolve. Techniques change alongside cuisine, so there is rarely one definitive, most correct, authentic way to do anything. Under-seasoning can mean more salt, but it can also mean adding acid or base, or incorporating bitterness, sweetness, or umami to create balance. Adjusting seasoning can start with acid because it is easier to correct if the initial adjustment is wrong. After adding acid, further adjustments can be made to reach the desired flavor balance.
