Manheim Township Police Chief Duane Fisher was placed on administrative leave following an incident where he pulled a gun on motorcyclist Benny Pena-Rivera. The confrontation, captured on video, showed Fisher threatening Pena-Rivera and drawing his weapon while off-duty. Although Fisher allegedly identified himself as a police officer, Pena-Rivera claims he was unaware of Fisher's rank or status. Video evidence revealed Fisher activated his vehicle's lights two minutes after the incident, raising concerns about police protocol and behavior during the altercation.
"All I heard was, 'On the ground. On the ground, or I will shoot you,'" Pena-Rivera told WGAL. He described being threatened by the armed chief.
"While he is slamming me on the electric panel, he still has his gun in his right hand, having it over here," Pena-Rivera explained, recounting the struggle.
"Security cameras captured Fisher turning his car's blue and red lights on 2 minutes after the initial confrontation," indicating procedural irregularities.
"I never remembered any of that because if he is saying that he's following me... he should have had his lights on instead of just withdrawing his gun."
