Two competing teams proposed replacement facilities and remained in contention after commissioners voted to consider a combined proposal from both rivals. Each team proposed building an incinerator off Okeechobee Road, south of the Broward County line, placing the facility a couple of miles from Miramar. The proposed site is farther from Miramar than the previously preferred idle Miami-Dade airport location.
