Delegates and subnational leaders gathered in Belém, Brazil, for COP30, focused on the Amazon and global climate action. The federal administration of the United States did not attend the conference and said the president would not pursue "vague climate goals." California's governor and state officials traveled to Brazil and engaged in informal meetings and memorandums of understanding with other countries, states, and cities to advance emissions reductions and community protections. Other U.S. governors also attended to showcase state-level progress. Coalitions of governors and mayors emphasized the role of subnational actions in demonstrating continued U.S. climate leadership despite federal absence.
