AB 823 would expand California's ban on plastic microbeads in rinse-off personal care products to include cleaning products and stay-on cosmetics, preventing unnecessary plastic from entering drinking water and bodies. Treating drinking water for a growing number of pollutants imposes major costs on households. Microplastics have emerged in water supplies and are linked to cancers, gastric inflammation, reproductive harm and dementia; babies have been born with microplastics in their developing bodies. The state already regulates over 100 contaminants and has directed the State Water Resources Control Board to measure microplastic particles and study public health implications.
