After four days of wrangling, a majority of countries present voted to delay the emissions pricing mechanism for a year. The delay preserves the measure but allows opponents including the US, Russia, Saudi Arabia and other petrostates to intensify efforts to overturn it. IMO secretary general Arsenio Dominguez criticized the fractious negotiations and urged delegates to reconsider their approach.
