The National Audit Office found around 98% of externally insulated homes — about 22,000 to 23,000 dwellings — have defects that will cause problems and need repairs. The scheme aimed to improve energy efficiency and lower household costs, but tens of thousands of households are now waiting for repairs on inadequate installations.
