President Donald Trump posted that "the United States will not stand for this global green new scam tax on shipping." Saudi Arabia secured a vote to adjourn the meeting for one year and a majority supported the delay. IMO Secretary General Arsenio Dominguez said delegations have one year to negotiate amendments. Pacific Island representative Ralph Regenvanu called the decision unacceptable given accelerating climate change. Most ships run on heavy fuel oil that emits carbon dioxide and other pollutants, and adoption would have created the first global fee on shipping greenhouse gas emissions. Environmental groups said the delay leaves the sector uncertain while showing continued desire to decarbonize shipping.
