Cloud service providers ask EU regulator to reinstate VMware partner program
"After imposing outrageous and unjustified price hikes immediately following the acquisition of VMware, Broadcom is now applying the 'coup de grâce.' We need urgent intervention to force them to change. This statement reflects CISPE's position that Broadcom's actions constitute abuse of market dominance through pricing and exclusionary practices."
"In January 2026 Broadcom signaled the termination of its VMware Cloud Service Provider program in Europe. This unilateral decision removed all but a tiny minority of hand-selected partners and excluded most European CSPs from selling VMware products, fundamentally restricting market access for competitors."
"Sharp price hikes-up to tenfold, with some customers reporting as much as 900 percent increases-along with product bundling and commitment requirements based on projected rather than actual use demonstrate Broadcom's alleged anticompetitive conduct following its acquisition of VMware."
Broadcom announced the termination of its VMware Cloud Service Provider program in Europe in January 2026, removing all but a select group of hand-picked partners and excluding most European Cloud Service Providers from selling VMware products. CISPE filed an antitrust complaint against Broadcom, citing ongoing abuse including sharp price hikes reaching up to 900 percent for some customers, product bundling, and commitment requirements based on projected rather than actual usage. CISPE Secretary General Francisco Mingorance called for urgent intervention to force Broadcom to change its practices. Broadcom responded by disagreeing with the allegations and stating its commitment to supporting European VMware Cloud Service Provider partners. CISPE, with 50 members, also filed an appeal with the European General Court in July to annul the European Commission's approval of Broadcom's VMware acquisition.
