France will introduce a voluntary national service for 18- and 19-year-olds beginning in 2026 to strengthen readiness amid escalating European security risks. Recruitment aims are 3,000 next year, 10,000 by 2030 and potentially 50,000 by 2036 depending on evolving threats. Participants will serve only on French territory. The plan creates a hybrid force combining national service youth, reservists, and the active army, with units to be based at the Varces military base in the Alps. Paris will add €6.5 billion over two years and target €64 billion annual defence spending by 2027.
