Russia intends to stop oil exports from Kazakhstan to Germany through the Druzhba pipeline starting May 1, 2026. This decision threatens the PCK refinery, which supplies over 90% of Berlin's diesel, petrol, and heating oil. The refinery, previously operated by Rosneft, has been importing increasing volumes of Kazakh crude since 2022. Although the refinery is not solely reliant on Kazakh oil, the cessation of deliveries via Druzhba would significantly challenge its operations, as 17% of its annual oil processing comes from this pipeline.
