The Education Department is nearing the finalization of plans to expand the Pell Grant to short-term workforce-aligned programs, known as Workforce Pell. The comment period for proposed regulations closed with over 400 responses. Before implementation on July 1, the department must address these comments. Eligible programs must meet specific criteria, including a value-added earnings test and a 70% completion and job placement rate. Institutions have raised concerns about how job-placement rates are calculated, particularly regarding students who continue their education.
