Harvard, the nation's oldest university, was founded in 1636 by the Great and General Court of the Massachusetts Bay Colony, a forerunner to today's state legislature, which appropriated 400 pounds to finance a " schoale or colledge." Political officials would help oversee Harvard for more than two centuries."
Federal and allied actions are disrupting American higher education through funding freezes, investigations, higher taxes, and further threats. Public confidence in colleges and universities has declined sharply, from 57 percent reporting substantial confidence in 2015 to 36 percent recently, nearing the share with very little or no confidence. Universities face pressure to rebuild trust among prospective students, parents, donors, voters, and elected officials across parties to preserve political support and resources. American higher education has long operated under political compacts, with institutions like Harvard founded with legislative backing and land-grant universities created by the Morrill Act.
