New international student enrollment at U.S. colleges and universities fell 17% in fall 2025. The U.S. State Department revoked more than 6,000 international student visas since March, and diplomats expanded visa applicant screening to include public social media checks. In a Fall 2025 snapshot of 828 institutions, 57% reported declines in new international enrollments while 29% reported increases. Total international student numbers declined 1% overall, marking the first drop after four years of growth following the pandemic. Undergraduate international enrollment rose 2% while graduate enrollment fell 12%, though graduate levels remain above pre-pandemic figures. The snapshot was produced by 10 higher education associations and the Institute of International Education, sponsored by the U.S. Department of State.
