The compact presents a choice between forgoing federal benefits or receiving priority access to funds and a presumption of civil-rights compliance. Nine institutions received the proposal: University of Arizona, Brown, Dartmouth, MIT, University of Pennsylvania, USC, University of Texas, Vanderbilt, and UVA. MIT declined to comply, most others stayed quiet, and the University of Texas expressed eagerness to engage.
