"The Metropolitan Police was accused of a dereliction of duty to keep London safe in a shocking scandal over checks on more than 22,000 recruits including two serial rapists. More than 130 officers and staff at Scotland Yard committed crimes or misconduct after they were not properly vetted, a review has found. Around 1,500 may not have been allowed to join the force if proper checks had been carried out, the Met report estimated."
