Sir James Cleverly pledged to rewrite the London Plan if a Conservative mayor is elected in 2028, aiming to unlock tens of thousands of new homes. The plan would prioritise brownfield sites near transport links, night-time economy locations and job opportunities, and convert them into business and housing hubs, citing Canary Wharf and the Olympic Park as models. He urged cutting extensive regulation to speed delivery. A mayoral spokesperson said the vast majority of London development already occurs on brownfield land and that a brownfield-first approach will continue while exploring further measures to boost delivery in the new London Plan. The London Plan review under the last government was withdrawn by former housing secretary Angela Rayner in favour of a partnership approach with the current mayor.
