Europe has experienced air incursions, cyberattacks, and undersea cable damage that form a coordinated, escalating campaign of hybrid warfare intended to unsettle citizens, test resolve, divide the union, and weaken support for Ukraine. Incidents include Russian air incursions in Poland, Estonia and Romania, unidentified drones in Denmark, Germany and Belgium, cyberattacks, and damage to undersea cables. The European Union plans joint defense projects, including an anti-drone "wall", and is preparing a plan to enhance resilience by 2030. EU leaders will seek a roadmap at an upcoming Brussels summit to prepare the bloc for future threats. Officials assess Russia could attack another European country within three to five years.
