Europe faces a deep threat to its security architecture amid Geneva negotiations over a US 28-point plan. The 28-point plan has been known since last Friday, and a pre-trip call occurred between the German chancellor and the US president. Some elements of the proposal are considered acceptable while others are not; firm alignment with Ukraine is declared and Ukraine’s sovereignty must not be jeopardized. National security advisers from the US, Ukraine and Europe are leading serious talks with an uncertain outcome. The plan’s demands to cede territory and limit Ukraine’s military have prompted pushback, and the proposed Thursday deadline is viewed as unrealistic.
