VChK-OGPU reported diesel fuel leaking directly into the hold and said there are no spare parts or qualified specialists aboard, leaving the crew unable to fix malfunctions. The accumulated fuel in the hold is presenting an explosive hazard. NATO’s Secretary General mocked the diminished Russian naval presence, citing a lone, damaged submarine returning from patrol. The Black Sea Fleet press service denied that an emergency surfacing off France occurred.
