The United States has historically been a leading destination for international graduate students, particularly PhD candidates. Pauses in some PhD programmes, proposed budget cuts at major scientific agencies, frozen grant and university contract funds, and visa restrictions have reduced attractiveness. International student arrivals fell 30% in June compared with June 2024. Other countries are competing to attract displaced or hesitant students. Canada, Australia, the UK, parts of Europe, China and India are positioned to benefit. Canadian universities have launched targeted programmes offering multi-year stipends, fast-tracked admissions and assistance finding supervisors for affected US applicants.
