Negotiations between Ukrainian and Russian representatives in Istanbul concluded quickly, with a new agreement for a prisoner exchange being reached in under an hour. Previous meetings in Istanbul during May and June also resulted in similar exchanges but lacked substantial progress toward peace. The heads of each delegation, Rustem Umerov and Vladimir Medinsky, engaged in one-on-one discussions before this round of talks, but Germany's foreign minister criticized Ukraine's reforms regarding the independence of anti-corruption agencies amidst ongoing protests.
The Ukrainian and Russian negotiation teams concluded the third round of talks in Istanbul by agreeing to carry out another prisoner exchange after only 40 minutes.
The negotiation teams previously met in Istanbul in May and June, which resulted in exchanges of prisoners and soldiers' bodies, but did not lead to peace.
