Ukrainian officials will meet U.S. counterparts in Geneva on November 23 to review a 28-point peace plan that allies say favors Russia. Key leaked elements would require Ukraine to cede Donetsk, Luhansk (the Donbas) and Crimea, limit its military, and constitutionally prohibit NATO membership while restricting NATO troop deployments. Financial sanctions on Moscow would be eased. In return, Ukraine would receive U.S. security guarantees, a path to EU membership, and financial benefits, and Russia would withdraw from some occupied areas. European allies expressed alarm and warned borders must not be changed by force.
