Kyiv says it is prepared for both diplomacy and continued active defense if partner pressure on Russia proves insufficient. Ukraine seeks peace but will maintain its strength. In November 2025 former U.S. President Donald Trump pressed Kyiv to accept a 28-point proposal seen as favoring Russia. European allies produced a 20-point counterproposal incorporating more Ukrainian security concerns.
