The Central Park Drives speed limit was reduced from 20 to 15 mph just before the mayoral transition. Competitive cyclists report the lower limit will eliminate one of the few safe locations in the city for high-intensity training and will push riders onto city streets. Two seasoned cyclists filed sworn declarations describing the training requirements and safety concerns. The legal challenge contends Sammy's Law, which authorizes 20 mph limits citywide and 15 mph in school zones, applies only to motor vehicles. The city Law Department maintains the law is broadly applicable to bicycles and other devices.
