Karlyn Murphy and other tenants at 491 Keap St., atop Hotel Indigo in Williamsburg, have endured sporadic heat and hot water for more than two years. The recent polar chill intensified suffering, forcing some residents to boil water for bathing, spend hours heating water for children, or stay in hotels. The building is in foreclosure and owes at least $133 million to its mortgage lender. Con Edison threatened utility shutoffs after unpaid bills. A judge found that a summer-appointed receiver failed to make necessary repairs and allowed tenants to seek a 7A administrator to collect rents and fix conditions.
