Thomas Donlon served two months as interim NYPD commissioner in 2024 after Edward Caban's resignation. Donlon filed a RICO lawsuit in July 2025 alleging that Mayor Eric Adams and NYPD brass ran the department like a criminal enterprise, promoting politically connected officers, obstructing oversight and interfering in misconduct probes. After the RICO suit, Tarik Sheppard said Donlon showed cognitive issues and the FBI seized his phones, and Adams said Donlon refused a mental-health check-up at a closed meeting. Donlon's defamation suit contends those statements are false and seeks at least $15 million in damages.
