The City Council Health Committee voted down Ryder's Law, leaving the 167-year-old horse-drawn carriage trade intact. The committee recorded four no votes, one yes and two abstentions. Ryder's Law was inspired by a 2022 incident in which a horse collapsed in midtown and aimed to phase out carriage operations in favor of electric alternatives. Advocates and NYCLASS pushed for a ban and expressed frustration at the outcome. Unionized carriage drivers celebrated the vote, citing jobs for immigrant families and tradition. Mayor Eric Adams previously urged passage and issued an executive order to increase industry oversight.
