Zohran Mamdani signed an executive order extending the state of emergency on Rikers Island while directing the Department of Correction to develop a plan to comply with Minimum Standards and Local Law 42 within 45 days. The order preserves exemptions that allow the department to not follow safety and solitary confinement rules during the emergency, but sets a Feb. 19 deadline for a concrete compliance plan. The state of emergency originated under Bill de Blasio in 2021 and was repeatedly extended by Eric Adams. Mamdani blamed the previous administration for failing to meet legal obligations and has not announced personnel decisions for the corrections commissioner.
