But as the owners left the program, the building fell into disrepair. Levy was a community organizer who, in 2010, helped Sedgwick Ave. tenants secure a responsible landlord rather than have the property sold to a private equity investor."

Levy succeeds interim Commissioner Ahmed Tigani, who moved to the Department of Buildings. 1520 Sedgwick Ave., once a Mitchell-Lama property and the birthplace of early hip-hop performances, has deteriorated after owners left the program. Levy helped tenants secure a responsible landlord in 2010. The aging 102-unit building has 194 open housing-code violations dated as recently as Dec. 31 for plaster, doors, roaches, mold, mice and smoke alarms.
