An accelerated land-use review process called the Expedited Land Use Review Process (ELURP) will be used to convert a vacant city-owned parking lot on Powers Avenue in Morris Park, Bronx, into 80 affordable apartments and ground-floor community facilities. ELURP provides 60 days of simultaneous review by the local community board and borough president, followed by 30 days for City Council action, enabling project approval within 90 days. Voter-approved ballot measures authorized the faster review and additional tools to use public land for housing. The expedited track aims to avoid delays associated with ULURP and shorten development timelines from roughly seven months.
