The federal government ordered New York to pause its non-domiciled commercial driver’s license (CDL) program indefinitely, including renewals. New York will no longer issue driver's licenses to non-citizen immigrants under the paused program. A Federal Motor Carrier Safety Administration audit of 200 New York CDLs found 107 approvals that the agency deemed unlawful. The federal agency threatened to withhold $73 million in highway funding if the state continued issuing licenses to non-citizens. The U.S. Department of Transportation previously revoked guidance that had allowed non-citizens with federal work authorization to obtain CDLs.
