The City Council passed Intro 1297 on Nov. 25 with 48 affirmative votes to restore sex abuse survivors' ability to file civil claims under the city's Gender-Motivated Violence Act (GMVA) and to reopen a one-year lookback filing window for cases dismissed after a restrictive court ruling. The measure clarifies that claims may be brought not only against individual abusers but also against institutions that enabled sexual violence, including hospitals and corporations, even for decades-old abuse. If Mayor Eric Adams signs the bill before year end, the window will run March 2026–March 2027. The September court ruling had led to dismissal of hundreds of cases, including 450 involving juvenile detention facilities.
