The assessment and its appendices total about 6,000 pages and contain technical analyses. Advocates asked for a 90-day comment window, citing limited availability during the holiday season, family and travel obligations, and increased childcare responsibilities that hinder thorough review. The state Department of Transportation had previously stepped back from the expansion plan amid advocacy pressure.
