On August 18, 2025, a formal complaint was issued to the UK Information Commissioner regarding the Home Office's use of automated recommendation-making tools in immigration enforcement. These tools, the Identify and Prioritise Immigration Cases tool and the Electronic Monitoring Review Tool, are purportedly assisting or replacing human decision-making, which could have significant implications for migrants. Concerns exist regarding the Home Office's compliance with UK General Data Protection Regulation and the 2018 Data Protection Act, particularly about privacy safeguards and the processing of personal data.
We issued a formal complaint to the UK Information Commissioner regarding the Home Office's use of two 'automated recommendation-making tools' in immigration enforcement operations.
Both these tools appear to be used to assist or even replace human decision-making in ways that could lead to life-changing outcomes for migrants.
There are concerns regarding whether the Home Office is adequately complying with the UK General Data Protection Regulation and 2018 Data Protection Act.
Sufficient safeguards to protect the right to privacy and meet data protection standards seem to be lacking in the use of these tools.
