More than a third of councils in England and Wales did not inspect any licensed gambling establishments in the past year. Over 130 councils carried out no inspections of licensed gambling premises. The Gambling Commission warned that lack of inspections makes identifying on-the-ground rule-breaking more difficult. The Local Government Association said councils struggle to fund proactive inspections. Adult gaming centres have seen a rise in Gross Gambling Yield. The Social Market Foundation described AGCs as "sinkholes on the high street," extracting money from some of the poorest and clustering in deprived areas. The industry group Bacta rejected claims of deliberate targeting. Calls have been made for clearer responsibility and closer working between government, the regulator and local councils to improve monitoring.
