Approximately 90% of housing is earthquake-resistant, which is below the government's target of 100% by 2025. Less than 40% of the population has taken measures to secure furniture, and only 5% have installed sensitive circuit breakers. Awareness campaigns to promote protective behaviors are essential. In disaster-prone areas like Kochi Prefecture, only 68% would evacuate immediately after an earthquake, highlighting areas needing attention to enhance safety protocols.
Many disaster risk-reduction measures aim to change people’s behaviour by raising individuals’ awarenesses of the risks. These actions need to be made more effective - which could be done by following the approach taken by public-health professionals to communicating risks.
Even in Japan, people don’t necessarily follow all the steps they should to protect themselves. These include reinforcing buildings against earthquakes, implementing measures to prevent furniture from falling over, and evacuating quickly.
