The measure responds to more frequent, intense heat waves and to extreme heat causing more U.S. weather-related deaths than other events. Sustained indoor temperatures above 82°F have been linked to increased emergency-room visits, hospitalizations and deaths. The policy targets protection for vulnerable residents, including older adults and those in aging buildings without air conditioning. Apartment associations cite cost concerns, while small landlords could cool one room until 2032.
