Mother sues Monterey County police department for allegedly using excessive force in son's death

Ellen Barrett filed a civil complaint against the City of Carmel and several police officers after her son, James Marshall, was shot and killed by officers during a mental health crisis. Barrett had called the police for assistance, unaware that a crisis intervention team would not respond. On October 25, after reports of a man brandishing what looked like a rifle, officers arrived and used beanbag rounds. When Marshall lunged at the officers, they fired lethal shots, even after he was down, according to the lawsuit.
