Natixis' 2025 Global Retirement Index evaluated 44 developed states across affordability, healthcare, and retirement security. Luxembourg ranked first in the health sub-index for a second consecutive year based on life expectancy, insured health expenditure per capita, and out-of-pocket costs. Luxembourg scored 94 percent in the health sub-index in 2025, up from 93 percent in 2024, while its overall ranking fell to ninth from sixth. World Health Organization data show low health risks in Luxembourg, including a road traffic death rate of 3.9 per 100,000 and no cases of unintentional poisoning. Luxembourg has three official languages and about a quarter of residents reported speaking English at home in 2021.
