A divided Palo Alto Architectural Review Board approved a six-story, 70-unit apartment at University Avenue and Middlefield Road. Neighbors raised concerns about added traffic, construction noise, trimming of a large oak tree, and the risk of objects falling from balconies onto the sidewalk. The architect agreed to consider adding glass panels to balcony railings and noted balconies stop at the property line. The developer has revised plans twelve times since October 2021, increasing height from four to six stories, moving the driveway to Byron Street, and converting office space to apartments. The board voted 3-2 to recommend City Council approval with the condition that five balconies facing the oak tree be removed. The developer defended balconies as renter amenities and cited arborist assessments that the tree would not be harmed.
