Ukraine and the U.S. signed a memorandum of understanding related to a minerals agreement, signaling progress in a lengthy negotiation process. The agreement, announced by Ukraine's economy minister Yulia Svyrydenko, aims to pave the way for a formal economic partnership and the establishment of an investment fund for Ukraine’s reconstruction following the war with Russia. While the memorandum does not finalize the deal's terms, it is seen as a significant step forward, with expectations of a complete agreement in the near future from U.S. Treasury Secretary Scott Bessent.
Ms. Svyrydenko, who is also deputy prime minister, called the memorandum of understanding a step toward a joint economic partnership agreement and toward establishing an investment fund for the reconstruction of Ukraine.
The signing fell short of a full agreement on the final terms of a minerals deal, which had gone through multiple, contentious rounds of negotiations including concerns over U.S. pressure.
