The agency is under financial pressure, with looming deficits projected in its admissions fund and an urgency to return to familiar testing methods.
"The question is, how did we come to this place? And how do we make sure we never ever come back to this place?"
"We expect to pay around $3 million to offer free exams to test takers, with an additional $620,000 to return to a traditional multiple-choice system."
