The initiative was under the aegis of Davis at the Human Rights Commission but has since unraveled: Subsequent audits have revealed at least $4.6 million was misallocated or misspent. Collective Impact paid for many expenses deemed a misappropriation of funds, including Davis'"

Administrative law judge Andrea McGary requested critical information but issued her ruling three hours later, before receiving that information and before the deadline she had set. Director James Spingola faces a probe over ties to former Human Rights Commission head Sheryl Davis; Collective Impact paid for some of Davis' questionable expenses. Spingola lived with Davis while receiving up to $1.5 million in grants from 2021 to 2022, a relationship not disclosed to the city. Spingola announced he is stepping down, citing mental health.
