Hakuba approved additions to the Hakuba Village Manners Ordinance to create fines for specific disruptive public behaviors. The village assembly passed the revision with eight votes in support and two opposed. The 2015 ordinance previously prohibited behaviors like drinking or smoking while walking but lacked penalties. From July 1, 2026, eight disruptive behaviors can carry fines up to ¥50,000 if an offender refuses to stop after being ordered to do so. Making loud noises at night and graffiti are included. Tourism rose sharply in 2024, and businesses complained about fireworks and nighttime disturbances, requesting enforcement. Hakuba joins about 20 Japanese municipalities with manners ordinances, six of which impose penalties.
